Your conscience tells you when you have screwed up unless you get so desentized to the point you don't want to acknowledge that wrong.
Every society, tribe, village, clans or any group of people recognize the existence of good and evil. Even in cannibalistic tribes who kill and eat their enemies, they know that it is wrong or evil to kill or abuse someone in their own tribe. They may not call it sin, but the concept is still there, just as every primitive tribe believes in a higher power. I think all people have common ideas on things that are sins, regardless of their birthplace or religion.
Most people in any society would agree that molesting a child, killing a person, raping a woman, taking someone else's possessions, and so on are wrong.

But it's not called "sin". In Buddhism, people take precepts, I will not kill, I will not steal, I will not speak harshly (lie, gossip), I will not do sexual misconduct, I will not become intoxicated. The consequences are karmic rather than imposed.
